Xbox 360 controller for windows?

I wanted to know if there was any difference, like cable length (other than the fact that one has the drivers and one doesn't) in these two products.

They're the same thing. Both are Xbox 360 controllers and can be used on both your 360 and PC. One is just packaged as a Windows controller and comes with the drivers which you can download for free for any of your 360 controllers. Looking around, I guess the guy now charges for XPadder. I've heard that Pinnacle Profiler works, but I've never tried it myself.
